That depends on your requirements. If you want a full fledge web hosting with PHP and MySQL capability, then you want to signup with Hostgator. If you want your own domain and do not mind some ads temporarily, then register your domain at Godaddy and use their free hosting. You get a website and domain up very quickly using the same provider. No waiting time for the domain to propagate whatsoever. If you already have a template or you’re going to get a designer/programmer to build one, then some may say Weebly might be best, as you could import it.
If you really just want a blog with a few extra pages then WordPress is probably the best.
Just remember that these web builders are not truly free if you want your own domain. Paying for your own domain is unavoidable. If you to have some web applications with no ads on your site or want a half-decent template anyway, then you need to pay extra anyways.
